How we know
Every 5 minutes our server in Germany sends a ping to a set of home and office routers inside T-Mobile Polska's network. A router counts only after it answered reliably for a day, and one router going quiet on its own (switched off, moved) is not an outage. When many of them stop answering at the same time, the network itself has a problem.
