Kashmir: 550 days without full internet

On 5 August 2019, hours before India ended the special status of Jammu and Kashmir, the region's internet was switched off. Full mobile internet only came back 18 months later. It became the longest internet shutdown ever imposed in a democracy.

What happened

  • 4–5 Aug 2019 Internet access was cut across the region, along with phone lines, before the government's announcement.
  • Early 2020 Slow 2G mobile internet returned in stages, at first with access only to a government-approved list of websites. Sources differ on the exact dates for different parts of the region.
  • Aug 2020 High-speed 4G came back in two districts as a trial: Ganderbal and Udhampur.
  • 5–6 Feb 2021 4G was restored across the whole region, about 550 days after the shutdown began.

Why it mattered

The Internet Society counts 213 days with no internet at all and 550 days with partial or no connectivity. For a year and a half, millions of people studied, worked, ran businesses and tried to reach doctors over a connection too slow for video calls. India has ordered more regional shutdowns than any other country, and this one showed how long a "temporary" measure can last.

What Blackout Map would show

A shutdown limited to one region is hard to see in national numbers: India as a whole stayed online. That is why we judge regions separately where we have enough hosts there, and list regional outages in the side panel without changing the country's colour. Mobile-only restrictions show up in our "possible mobile-internet shutdown" check, which uses Cloudflare Radar's share of mobile traffic. See India's outage history.
